2. I will state briefly to Your Lordship what has given rise to these communications.
In the month of May last the Acting Registrar-General, Mr Mitchell-Innes, drew my attention to a breach of the Ordinance which had occurred in connection with the marriage of a Mr. da Silva, who had been married at the Church of the Immaculate Conception prior to the issue of a certificate by the Registrar, which is required by section 22 of the Ordinance.
I thereupon wrote to Bishop Raimondi informing him of the fact, and requesting him to be good enough to furnish me with any information as to what had occurred in connection.
